故事發生在1941年，香港上下被戰爭的陰影籠罩著，唯利是圖的商人開叔（羅家英 飾）有三個女兒信弟（葉玉卿 飾），望弟（邱淑貞 飾）和愛弟（陳少霞），窮兇極惡的繼母不喜歡信弟和望弟，因為她們并非她所生。思想開放的望弟喜歡隔壁的先進青年沈放（庹宗華 飾）多年，當她發現姐姐信弟也對沈放情有獨鐘時，在親情和愛情之間，她陷入了兩難的境地。 十二月二十五日那一天，香港淪陷了，日軍的鐵蹄蹂躪著港內的每一寸土地，也蹂躪著每一個港人的心。社會陷入混亂，銀糧分外短缺，為了自保，開叔做了漢奸，他甚至親手將信弟送往了日本人的手中，以此博得信任。
